These are great! I would add a strengths-based mindset and a collaborative working relationship between special and general educators. In my experience, mindset and the ability to work together with respect are big barriers to successful inclusion.
A culture that is built on inclusion as the philosophy and culture of ensuring that all students have access to learning, differentiation as strategies and tactics that support inclusion), legislators-school administrators-teachers-support staff-parents-students themselves-public as stakeholders with rights and responsibilities. And a growth mindset.
